(SAPI=3) on the wireless path.

When the link connection fails, FURRM receives Dm_DL_REL_IND and
Dm_MDL_ERROR_IND primitives from the data link layer. The latter
primitive records the failure cause: ‘Timer T200 expires for N200 + 1
times: Execution is released abnormally’. The FURRM attaches this cause
in the ERROR REPORT message and reports it to BSC.
