Allows the user to set the message.
For Mode S the parameters that can be set are Mode S

Address, Mode S Message Type, and if the data is random,

excluding the first five bits and the PI field.
For ATCRBS the parameters that can be set are Mode A Code

or random (two frame pulses with five random data pulses).
