For non-hybrid vehicles, time will increment while the engine is running. It will stop if the
engine stalls. Once the maximum value is reached, the timer will stop.
For hybrid vehicles or for vehicles that employ engine shutoff strategies (e.g. engine shutoff at
idle), this timer shall increment under the following conditions:
The ignition switch is turned to the on position and the engine is running,
If the vehicle can be started in electric-only mode, this time shall increment after the ignition
switch is turned to the on position and the vehicle starts to move.
It will continue to increment even if the engine is turned off by the vehicle control system.
