Timer 3 and Timer 4 (8-Bit Timers)

Timer 3 and Timer 4 are two 8-bit timers. Each timer has two independent capture/compare channels,
each using one I/O pin per channel.

Features of Timer 3 and Timer 4 are as follows:

Set, clear, or toggle output compare

Clock prescaler for divide by 1, 2, 4, 8, 16, 32, 64, 128
