Notes:
If an extension user receives an incoming call and remains off-hook after the caller hangs up, sometimes
the CO will send dial tone to the extension, allowing an outgoing call to be placed without being routed
through ARS/TRS. This address prevents that from happening, if set to 1=Do not allow.
