the seconds when the power is on or in case of reset.
TimeStamp (7:0) issues the decimal places in a multiple of 4
milliseconds. (0…249)
Sample: TimeStamp = 0x123456

0x1234 = 4660 seconds since start
= 1h, 17min, 40 seconds

0x56 = 86 *4= 344 ms.
