Shift-down Request from Sending Terminal
If this machine has received four PPRs for one ECM block, it will request a two-
step shift-down to the receiving terminal in the next control channel.
Shift-up Request from Receiving Terminal
If this machine has sent two consecutive MCFs and detected a good line condition,
it will request a one step up-shift to the sender terminal in the next control channel.
