traffic policy is applied to the packets matching
the traffic class.
At least one rule is required for the traffic
class to be bount with a traffic policy,
otherwise the binding will fail.

Define different operations to different flows in policy.
Define a traffic policy operation for the ISCOM2600G-HI series switch as below.

(Optional) apply the token bucket on traffic policy
and conduct rate limiting and shaping.
The token bucket needs to be created in
advance and be configured with rate limiting
and shaping rules. Otherwise, the operation
will fail.
