MEMSMTMGRk - Static memory timing registers

Each of these 3 registers define a complete set of timing parameters for static
memories.

MEMSMTMGRk can be assigned to each chip select, that is associated with
external static memory by the chip select dedicated mask register bits
MEMSMSKR.REGSEL[2:0].
