The term operator applies to all individuals or legal entities:

The term specialist applies to persons:

• Who are able to assess their work on the basis of professional experience and instruction in the
safety-related regulations and recognize potential dangers whilst carrying out their work.
• In countries in which the performance of an activity in the medical or medical-technical fields
is certified, the classification of individuals as specialist personnel assumes a corresponding
accreditation.
