The third column explains why a virtual machine is in a wait state:

Notes:
1.
INDICATE I/O shows virtual machines currently in an I/O wait state and also shows the real
device number to which the most recent I/O operation was mapped. Four dashes (----)
indicates a virtual device.
2.
If you see the same real device number for several virtual machines, this might be an
indication that there are many minidisks on the same DASD or you have a DASD controller
bottleneck, where too many DASD doing I/O are on the same controller.
