CLB: Back-to-Back PUSH or PULL Instructions With More Than One Active High
Level Controller (HLC) Channel is not Supported

Details
This issue only affects HLC operations if using back-to-back PUSH or PULL instructions
with more than one active HLC channel.
Workaround
Reorder the HLC instructions so that every PUSH instruction is followed by a non-PUSH
instruction. The same applies for the PULL instruction. If only one HLC channel is active,
this issue does not occur.
