Sets/queries the oscillator DC bias.

The set value is interpreted as a value of the unit set in
VOLTage:UNIT.
When a suffix is used for this value (VRMS|VPK),
VOLTage:UNIT becomes irrelevant and the unit is interpreted
as being the suffix.
