DEPTH

This number is used to decide the congestion state of the input
buffers. If the number of packets in the input queue meets or
exceeds this number, the congestion counter is incremented.

0 = Disables congestion monitoring

1 = The congestion counter increments when the buffer fill
reaches or exceeds 2

2 = The congestion counter increments when the buffer fill
reaches or exceeds 3
