0 priority is reserved for the best transmission and is assigned if none
other class has been specified.

Precedence
— frame priority field. In accordance with RFC 791 [2],
eight priority values are available. Sender can specify any priority value
from the table 5.2 below.

ToS (Type of Service)
— the field determines type of service for
datagram. The source can set any value from the table 5.3 in accordance
with RFC 1349 [4] methodology.
