An enumeration boundary aware system enumeration algorithm
honors this flag. The algorithm on either the ingress or egress
port will not enumerate past a port with this bit set. This provides
for software enforced enumeration domains with the S-RIO
fabric. The device simply stores whatever value is written into this
field.
