In <Maximum bitrate UL> and <Maximum bitrate
DL>, the minimum connection speed [in Kbps] is
set for both upload and download traffic between
FOMA handset and the base station. If the
parameter is set to None (default), all speeds
are permissible. If values are set, any
connection at a speed over the set value is not
permitted, and the Packet communication will
not be connected.
