You cannot add the frame with the size other than that of the still
image you are editing.
Frame addition is available to the following size of still images:
CIF (352 x 288), Stand-by (240 x 320), QCIF (176 x 144),
Sub-QCIF (128 x 96)

Retouch is available to the following size of still images:
CIF (352 x 288), Stand-by (240 x 320), QCIF (176 x 144),
