This is a 2-bit wide, High Performance (HIPRO) READ Control Bits Register.

Only bits 1 and 0 are valid.

Bit 0 is CSR enabled. HIPRO READ enabled for every longword-address location. This is an
override bit.

Bit 1 is ACR selectable. HIPRO READ enabled for all ACR HIPRO WRITE ACR[4] locations
only. Both bits 0 and 1 must also be enabled for this mode.
