Adds a circuit-ID sub-option.

Enables the sub option.
off
Disables the sub option.
cisco
Enables the circuit-ID sub option, and uses the cisco format.
china-tel
Enables the circuit-ID sub option, and uses the china-tel format.
dsl-forum
Enables the circuit-ID sub option, and uses the dsl-forum format.

Character string.

ID of the tag of the sub option. It cannot be 1, 2, or 6.
