In some countries or regions, clocks are adjusted through the summer
months so that afternoons have more daylight and mornings have less.
This is known as Summer Time, or Daylight Savings Time (DST).
Typically, clocks are adjusted forward one hour at the start of spring and
then adjusted backward in autumn.

This command sets the summer-time time zone relative to the currently
configured time zone. To display a time corresponding to your local time
when summer time is in effect, you must indicate the number of minutes
your summer-time time zone deviates from your regular time zone (that is,
the offset).
Example
The following example sets a recurring 60 minute offset summer-time to begin
on the Friday of the 1st week of March at 01:59 hours and summer time to end
on the Saturday of the 2nd week of November at 01:59 hours.

- Number of hours before/after UTC. (Range: 0-12 hours
before UTC, 0-13 hours after UTC)

- Number of minutes before/after UTC. (Range: 0-59
minutes)

- Sets the local time zone before (east) of UTC.
