Check the top/bottom race of steering stem upper bearing for wear. Replace
them if necessary.

Extract the steering stem and check it for wear or deformation. Replace it if
necessary.

Before installing the steering stem, apply a layer of grease to bottom race of
the bearing.

Tighten up the locknut of steering stem.
