You can manage the user and user group in CS with following actions

Create local user:

Create the local user and user group

Import domain user:

join the AD/LDAP domain and fetch the user from domain for management

purpose

Edit Local/Domain user:

Change the password, user group for the user.

Password policy:

change the password policy for local user.

Delete:

Delete the user and user group.
