6.9 Heartbeat expiration state (hb_exp_state)
When the IBS does not receive the heartbeat packet within the hb_holdtime time it will set
the Active Bypass circuitry to the state that was set by the hb_exp_state (Bypass, Tap, Tapi12,
Tapa, Tapai1, Tapai2, Tapai12 or linkdrop mode).
