The signal is maintained if ON (or OFF) input signal is detected and ON (or OFF)
condition continues. If OFF (or ON) signal is detected in the duration, this is
recognized as change in input.
Rise edge (or fall edge) of the input signal is detected.
Even if it goes OFF (or ON) in the duration, the input signal is self-maintained.
It will be recognized as change in input due to other input signals
