You are here because the 3746-900 "power control" mode is set to remote mode and you cannot
change it. So you can be stopped at this state (standby LED ON) because of the 3746-900 problem
or because the other units connected are not powered ON. In the following procedure after power
ON, the 3746-900 can stop with a standby LED ON or continue its IML with the ready LED blinking.
