The time-base timer interrupt and watch timer (for sub-clock) interrupt share ICR12. The interrupt
has two uses, but the interrupt level is same.

Timer function for oscillation stabilization wait time

The time-base timer is also used as the timer for the oscillation stabilization wait time for the oscillation clock
and the PLL clock. The oscillation stabilization wait time is the duration from the incrementing at 0 of counter
(count clear) until an overflow of the bit for the oscillation stabilization wait time. However, when restoring to
the PLL clock mode from the time-base timer mode, the time-base timer counter is not cleared, so the
oscillation stabilization wait time starts in the middle of the increment.
