2.2.4 encryption key fill
Radios that have been optionally configured for encryption must have encryption keys loaded with an
APCO Project 25 compatible key fill device such as the Motorola KVL 3000 Plus. The radio can hold up
to 32 DES or AES keys.
Connect the radio and the key fill device together using a KAA 0587 keyloader cable. Follow key loading
instructions provided with the key fill device.
After loading keys in the radio, use the KNG PC programming software to configure the radio’s key table,
and to assign default transmit keys to desired channels.
2.2.5 tactical otar Setup
The BK Radio Tactical OTAR system allows the transfer of a single encryption key, via a specially
equipped Key Source radio, to OTAR capable BK Radios. Key Source radios can be programmed with a
list of up to 32 keys from which to select.
The BK Radio Tactical OTAR system gives communications coordinators local control of encrypted radio
traffic when out of range of their main Key Management Facility or whenever a key change is desired.

The keyloader referenced in these instructions is the Motorola Model KVL3000 Plus with the following
options: ASN mode, Astro 25 mode, DES/DES-XL/DES-OFB Encryption and AES Encryption Software.
Refer to your KVL 3000 Plus owner’s manual for more detail.

Set and load the Key Management Facility Radio Set Identifier (KMFRSI)

The KVL 3000 Plus default setting is 9999999.
Set and load the Target Radio Set Identifier (TGTRSI) between 1 and 9999999.

NOTE: If the radio will be used in conjunction with a standard OTAR system the
TGTRSI should be a unique number for each radio. It is recommended that the
TGTRSI be programmed to match the radio’s P25 ID.
Set and load Message Number Period (MNP) to 65535. 3.
Load a Common Key Encryption Key (CKEK) key. The CKR number of the 4.
CKEK must be between 61440 and 65535. This number must match the CKEK
number set with the radio editor software under the “Tactical OTAR” tab. (See
“Configuration set with Radio Editor”.)
