Sets the starting (Start) date and time for Daylight Saving / Summer Time AUTO setting.

Format:

w = month (0 through 11), with 0 = Jan, 1 = Feb, ... 11 = Dec
x = week of month (0 through 5), with 0 = First, 1 = Second, 2 = Third,

3 = Last, 4 = Second from Last, and 5 = Third from Last.
