Do not over tighten the bottom blade – the cylinder should be able to
spin freely.

If you are still unable to cleanly cut the paper, inspect the bottom blade
and cylinder. If they appear rounded or damaged they may need to be
sharpened or back lapped. Back lapping involves applying a suitable
grinding paste (180 grit) to the bottom blade, then running the cylinder
backwards. This hones the cylinder to create a fine tolerance between it
and the bottom blade.
