(3) Oscillation stabilization time select register (OSTS)
This register is used to select the time required for oscillation to stabilize after the RESET signal has been
input or the STOP mode has been released.
This register is set with an 8-bit memory manipulation instruction.
Reset input sets OSTS to 04H. Therefore, it takes 2
