Sets the timeout interval for when to send a packet if the packet threshold size has not been
reached.
<timer> can have the following values:
1..600 Timeout value in 10th of seconds
Read Command: ^PKTST?
Query the current value of the send timeout if the packet size threshold is not reached.
Response is in the form:
