In the case that the mobile device is used other than next to
the head, the SAR regulations are established by international
guidelines (IEC62209-2) of March 2010, but domestic guidelines
are currently undergoing consideration by a committee established
by the Ministry of Internal Affairs and Communications.(correct as
of March 2011)
