This is the high word of the 64-bit address of the first DMA scatter-gather instruction 
in a chain of instructions. This register can be written at any time, but the DMA engine 
only loads this value when byte count (as set by CHAIN_DATA_SIZE_LO/CHAIN_
DATA_SIZE_HI) goes to zero.
