The <CTA> button is used to place the CTA off-line/on-line. The
CTA must be off-line for Access servicing. The CTA must be
placed back on-line to resume normal operations.
The <CTA> button is red when the CTA is off-line.
The <CTA> button is yellow during normal operations (when the
CTA is in control of the Access 2).
