If the voltage is less than 9 Vdc, the batteries have been over-discharged and the charger
cannot be armed. If this is the case, the Charging LED on the front panel will not light
when the batteries are being charged. Replace the batteries.
If the voltage is more than 9 Vdc, but less than 14.7 Vdc, allow some more time for the
charger to bring the batteries up to state 2.
If the voltage is absent, use an ohmmeter to check fuse F7 for battery 1 and F8 for battery
2. If they read anything other than a short, replace the fuses. If the fuses continue to blow,
replace the power supply assembly.
