This determines the type of tone. Some tones may appear twice in
the Tone Table: as a Call Progress Tone and as a Termination
Tone.

2 = Busy
2 = Reorder
For Termination Tones:
12 = Reorder
13 = Dial tone
15 = Incoming Fax tone
