The host uses this command to either read or control the power state, depending on whether it calls the
command in Set mode or Get mode.

Power Off bit: (Read/Write)
0: The device is not powered off / power device on
1: The device is powered off / power device off
Ready bit: (Read only, always write 0)
0: The device is not ready.
1: The device is ready.
Powering off the device conserves power. The host has limited communications capability with the
device when it is powered off. During this time, the device only responds to
Bluetooth LE Power Configuration (Bluetooth LE Only | PCI Bluetooth LE Only)
. The device
ignores requests to power off when it is USB-powered.
Because it takes some time for the device to be capable of full communication after powering it on, the
host can read the Ready bit to determine whether the device is ready for full communication.
