softstrap VE Enabled in Section 22.2.5.11and Ibex Peak SKU
capable of AT-D are necessary to enable this functionality.

Signal has a weak internal pull-up. If strap is sampled high, the
security measures defined in the Flash Descriptor will be in
effect (default) If sampled low, the Flash Descriptor Security
will be overridden.
This strap should only be asserted low via external pull down
in manufacturing/debug environments ONLY.
NOTE:
Asserting the GPIO33 low on the rising edge of
PWROK will also halt Intel Management Engine after chipset
bringup and disable runtime Intel Management Engine
features. This is a debug mode and must not be asserted after
manfacturing/ debug.
