Blinking (green): The control plane data is available
on the optical line.

BCT response indicator
Blinking (green): Communication between the BCT
and the NE management unit is normal, or the card
is upgrading its software.
No blinking: The NE management unit has not
received the BCT response.
Blinking irregularly: Communication between a BCT
and the NE management unit is abnormal.
