Several of the Reader commands need to specify which Reader they apply to. This parameter is called
the Reader Number.

Selects the VITC lines of the reader.

The VITC reader will read starting at the first line number and ending at the second line numbers. Line
numbers are packed BCD format. Valid lines at 6 to 21 for PAL and 10 to 20 for NTSC.
