Sets the dial tone minimums detect time according to the Finish standard, the so called Morse S dial
tone. This type of dial tone consists of three 200 ms 425 Hz bursts separated by 300 ms pauses. Setting
the minimum tone detect time to 1.1 s and the maximum pause time to 350 ms specifies it.
