Availability of technical
documentation
The operator is responsible for ensuring that the documentation of the service lift
(operating instructions, maintenance schedule, etc.) is available in its entirety in
the service lift and is accessible to all persons operating the service lift.
Rescue plan
The operating company is obliged to prepare a corresponding rescue plan for
the event of an emergency. This specifies conduct in the event of danger and
when accidents occur.
Target group and authorised
persons
The operator must ensure that only authorised, trained persons are present in the
work area of the service lift or operate the service lift.
The service lift may only be operated or serviced by trained operators and
technical personnel with sufficient knowledge who are also at least 18 years old.
Persons may only perform those activities for which they can present the
necessary qualification.

Responsibilities
The operating company must clearly assign personnel to the various activities on
the service lift such as operation, servicing and repairs, particularly for activities
involving the electrical system.
Trained personnel for
operation
Persons who, due to their specialist training, are able to operate the service lift
safely and to recognise and avoid possible dangers independently.
Service personnel for
installation and maintenance
Persons who, due to their professional training and experience, as well as
knowledge of the relevant regulations, are able to carry out the tasks assigned to
them and to independently recognise and avoid possible dangers.
General work on the electrical
system
Persons carrying out work on the live parts of the service lift must be trained as
electricians, for less risky work as electrotechnically instructed persons (EuP) (in
Germany according to DIN VDE 1000-10) and must be familiar with the relevant
safety regulations. Their training enables them to recognise dangerous situations
of their own accord, and to react to them correctly.

Staffing levels
A minimum of two qualified persons must be present when the service lift is in
use, or when performing work on the lift. The persons in and on the wind turbine
generator must be able to make an emergency call at any time.
Regulations for the operator
In Germany: German Ordinance on Safety and Health (BetrSichV) from 1 June
2015.
