Speed Trim System (STS) and Autopilot Flight Director System
(AFDS) with new Flight Control Computer (FCC) P12.1.2 software
Reason:
To provide enhanced FCOM Description of the Speed Trim System,
including MCAS, and the Autopilot Flight Director System. This
bulletin outlines the revisions to seven Non-Normal Checklists (NNCs)
in QRH Sections 9 and 10, QRH Checklist Instructions (CI), and system
description content in Chapter 9 (Flight Controls) and Section 10 (Flight
Instruments, Displays).
THE FOLLOWING PROCEDURE AND/OR INFORMATION IS EFFECTIVE UPON RECEIPT
Background Information
On November 6, 2018, Boeing issued a bulletin to the 737-8/-9 fleet regarding
uncommanded nose down stabilizer trim. That bulletin described how the
Maneuvering Characteristics Augmentation System (MCAS) function of the
Speed Trim System in the existing FCC software could trim the stabilizer nose
down due to erroneous elevated Angle of Attack (AOA) input.
Information in this bulletin is recommended by The Boeing Company, but may not be FAA approved
at the time of writing. In the event of conflict with the FAA approved Airplane Flight Manual
(AFM), the AFM shall supersede. The Boeing Company regards the information or procedures
described herein as having a direct or indirect bearing on the safe operation of this model airplane.
