Muting the ringtone can be configured using the configuration files only.

Private Line Tones
The Skype for Business Server allows the system administrator to give users a second,
but private telephone line in addition to their primary telephone line. A private line is
often assigned to the boss, who wants an unlisted telephone number at which they can
be reached directly.
When the boss receives a private call, the private line will bypass call delegation and only
the boss’s phone rings. A private line can only be configured via Skype for Business
Server.
The Private Line Tones feature allows the phone to play a distinct ring tone when
receiving a private call.
Private Line Tones can be configured using the configuration files or locally.
