Managing User Accounts

NetBailiff uses user accounts, password as well as power level (system
privileges) to control access and log in. There are two types of privileges,
Administrator and Guest.

Administrator: The highest level. User with this privilige can access ANY
functions and data;

Guest: Unable to access Tools session and EmWeb.
