Typically, a CANopen slave will launch into pre-op
mode and a network master must setup the device.
With the self-starting bit enabled the sensor will
launch into operational mode when ready during
bootup, this allows the sensor to communicate on a
simplified CANopen network that may not have a
master present.
Note: The low nibble of this byte is used for serial
type. See 0x4000:00
