Switches and LEDs for Debug Use

Programmers can use the switch and LEDs for debugging.

S3_23 is connected to GPIO15 of the processor. S3_23 appears as a SW detectable
setting that the firmware can read.

NOTE:

GPIO15 is also connected to the COM Express connector J2-D45.
