4.9 Dynamic Output Skew Control
The input to output skew can be adjusted dynamically. This involves changing the output phase of the N divider; so the phase for all
outputs that are driven by a given Nx will change together.The dynamic phase adjust can be initiated at any time under register control.
A reset or power cycle will cause all previous effects of the phase step and count to be removed. The output skew is changed by setting
the Phase Inc or Phase Dec bit.
