VT Level Mode: 3 State

In this mode, the Line or Bus Voltages are only classed as live when above the live threshold. When the voltage
falls below the live threshold, the live output is RESET but the Dead output does not SET until the voltage falls
below the Dead threshold. This is an indeterminate state, where both Live and Dead outputs have the same
value; both are RESET.

This mode applies a 3% hysteresis setting to the drop off on both thresholds, to minimise ‘chattering’ of the
element with frequency excursion.
